The Center Avenue project is a reconstruction project of 1.4 miles on USH 51 between Nicolet Street and Court Street in the City of Janesville in Rock County, for which Batterman was selected to oversee. The private utility coordination posed significant challenges; however, project staff worked directly with private utility owners and utility relocation.

Project Scope

Center Avenue was originally constructed in 1919 (south of the Rock River) and in 1935 (north of the Rock River). Since then, the roadway has undergone numerous reconstructions and rehabilitations along various project segments. The pavement had deteriorated past its useful life and needed replacement. The bridge structures were experiencing deterioration of the concrete surfaces with significant spalling of the concrete decks, abutments, and barrier walls. This project encompassed improvements at 12 intersections, including the replacement of sidewalk ramps to meet ADA compliance standards, as well as traffic signal replacements at three intersections.

Challenges Faced

  • Private utility coordination.
  • Temporary pedestrian accommodations during intersection closures.
  • Maintaining access to local businesses, emergency services, property owners, and residents.

Solutions Implemented

  • Project staff worked directly with private utility owners and utility relocation contractors to verify work plans.
  • Project staff worked with the contractor to stage the intersection construction to always allow a temporary pedestrian crossing and set up additional pedestrian detours.
  • Many informative measures, including weekly updates, email notifications, and business meetings, were conducted by project staff to notify more than 170 stakeholders.
